Student residence permit: how to apply in Istanbul

If you study for a degree in Türkiye and stay longer than your visa allows, you need a student residence permit (öğrenci ikamet izni). This guide explains who needs it, when and how to apply on e-İkamet, what it costs in 2026, and the mistakes that cause delays.

How to read this guide. Legal requirement marks rules set by Turkish law or an official authority, with a link to the source. Recommendation marks practical advice from this guide, not a legal duty. Needs confirmation marks details we could not fully verify from an official source, or that change often. This is general information, not legal advice.

Who needs a student residence permit

Deadlines

The Regulation (Art. 21) also accepts applications from people whose visa or exemption expired up to 10 days earlier. Recommendation Do not plan around this. Apply as soon as you have pre-registered, because a late application can lead to penalties.

Step by step: applying on e-İkamet

Legal requirement Applications are made only through the official e-İkamet system. No intermediary company is authorised to apply for you.

  1. Go to e-ikamet.goc.gov.tr and start a pre-registration with the passport you used to enter Türkiye and a digital biometric photo.
  2. Choose the option for a first-time residence permit application.
  3. Complete the Student Residence Permit application. Enter your own phone number and email, and your health-insurance details.
  4. Select the province where your university is located (Istanbul).
  5. Create the appointment request and print the application form.
  6. Pay the residence permit card fee (see Fees). You can pay online with the "Make Payment" option, at a tax office, or at a contracted bank.
  7. Submit your documents to your university's international student office as soon as possible. The 2026 official leaflet says to do this without waiting for your appointment date.
  8. Watch for SMS messages: if an extra document is needed, you are told by SMS.

Needs confirmation The official leaflet mentions both an appointment and submitting documents through the university. Ask your university's international student office exactly how applications are handled for your university this term.

Required documents

Legal requirement Based on the e-İkamet list for student applications and the 2026 brochure:

Needs confirmation Official sources count the three months differently: the Regulation and SGK count from your first registration at university, while the e-İkamet document list counts from the start of the academic year. Apply as early as you can to be safe.

Needs confirmation Official sources also differ on whether a separate university student certificate (öğrenci belgesi) and printed photos are needed, and the authority may ask for extra documents. Check with your international student office before you submit.

Fees (2026)

Residence permit card fee (belge bedeli)964.00 TL from 1 January 2026; no nationality is exemptgoc.gov.tr: card fee and permit fees

Recommendation Pay through e-İkamet's payment option where possible and keep the receipt. If you lose it, the Istanbul migration office says it can be retrieved on the tax administration's payment site using the accrual (tahakkuk) number.

Needs confirmation Fees are revised every year. An older Istanbul FAQ page still shows an outdated card fee, so always use the amount on the official fee page on the day you pay.

Overstaying

Legal requirement Staying without a valid visa or permit can lead to a fine and an entry ban. If you overstay by more than 10 days and leave voluntarily after paying the penalty, an entry ban cannot exceed one year (Regulation, Art. 8). The general maximum entry ban is five years (Law No. 6458, Art. 9). The fine depends on nationality, length of overstay, and age.

Needs confirmation We do not list fine amounts, because they are revalued every year and we could not verify the 2026 figures from an official source.
