Student residence permit: how to apply in Istanbul
If you study for a degree in Türkiye and stay longer than your visa allows, you need a student residence permit (öğrenci ikamet izni). This guide explains who needs it, when and how to apply on e-İkamet, what it costs in 2026, and the mistakes that cause delays.
How to read this guide. Legal requirement marks rules set by Turkish law or an official authority, with a link to the source. Recommendation marks practical advice from this guide, not a legal duty. Needs confirmation marks details we could not fully verify from an official source, or that change often. This is general information, not legal advice.
Who needs a student residence permit
Legal requirement Foreigners studying for an associate, bachelor's, master's, or PhD degree at a higher-education institution in Türkiye are issued a student residence permit, and are obliged to hold one (Law No. 6458, Art. 38; Implementing Regulation, Art. 35).
- Legal requirement You need a residence permit if you will stay longer than your visa or visa-exemption period, or longer than 90 days (Law No. 6458, Art. 19).
- Legal requirement A student residence permit is not issued for "special student" status, open education, or distance education (Regulation, Art. 35/14).
- Legal requirement Exchange students who come under an international agreement or exchange programme apply for a short-term residence permit, not a student permit (Law No. 6458, Art. 31).
- Legal requirement If you already hold a family residence permit or a work permit, you keep it and get the same rights as a student permit holder (Regulation, Art. 26).
- Legal requirement If your university places you in a Turkish preparatory programme, the permit is issued until the start of the next study term (Regulation, Art. 35/10).
Deadlines
Legal requirement Complete your university enrollment and submit your residence permit application within your legal stay period, meaning before your visa or visa-exemption period ends (Presidency of Migration Management, 2026 student brochure).
Legal requirement The application is made after your pre-registration with the university is complete (Regulation, Art. 36).
Legal requirement The authority must decide on an application within 90 days at the latest (Law No. 6458, Art. 21).
The Regulation (Art. 21) also accepts applications from people whose visa or exemption expired up to 10 days earlier. Recommendation Do not plan around this. Apply as soon as you have pre-registered, because a late application can lead to penalties.
Step by step: applying on e-İkamet
Legal requirement Applications are made only through the official e-İkamet system. No intermediary company is authorised to apply for you.
- Go to e-ikamet.goc.gov.tr and start a pre-registration with the passport you used to enter Türkiye and a digital biometric photo.
- Choose the option for a first-time residence permit application.
- Complete the Student Residence Permit application. Enter your own phone number and email, and your health-insurance details.
- Select the province where your university is located (Istanbul).
- Create the appointment request and print the application form.
- Pay the residence permit card fee (see Fees). You can pay online with the "Make Payment" option, at a tax office, or at a contracted bank.
- Submit your documents to your university's international student office as soon as possible. The 2026 official leaflet says to do this without waiting for your appointment date.
- Watch for SMS messages: if an extra document is needed, you are told by SMS.
Needs confirmation The official leaflet mentions both an appointment and submitting documents through the university. Ask your university's international student office exactly how applications are handled for your university this term.
Required documents
Legal requirement Based on the e-İkamet list for student applications and the 2026 brochure:
Legal requirement Health insurance is mandatory for a student residence permit. Students who apply for Turkish General Health Insurance (GSS) within three months do not need other insurance; if you miss that window, you must buy private health insurance (Regulation, Art. 35/8). See how to apply for GSS.
Needs confirmation Official sources count the three months differently: the Regulation and SGK count from your first registration at university, while the e-İkamet document list counts from the start of the academic year. Apply as early as you can to be safe.
Needs confirmation Official sources also differ on whether a separate university student certificate (öğrenci belgesi) and printed photos are needed, and the authority may ask for extra documents. Check with your international student office before you submit.
Fees (2026)
| Item | Amount | Source |
|---|---|---|
| Residence permit card fee (belge bedeli) | 964.00 TL from 1 January 2026; no nationality is exempt | goc.gov.tr: card fee and permit fees |
| Residence permit fee (ikamet harcı) | Not charged to students at Turkish schools and universities | Implementing Regulation, Art. 35/3 |
Recommendation Pay through e-İkamet's payment option where possible and keep the receipt. If you lose it, the Istanbul migration office says it can be retrieved on the tax administration's payment site using the accrual (tahakkuk) number.
Needs confirmation Fees are revised every year. An older Istanbul FAQ page still shows an outdated card fee, so always use the amount on the official fee page on the day you pay.
After you apply: your card and your address
- The permit card is sent by PTT (Turkish post) to the address you declared. You can follow the result on e-İkamet. The card shows your foreigner identification number, which starts with 99.
- Legal requirement Register your address within 20 working days of receiving your residence permit card (2026 student brochure).
- Legal requirement A current address registration (a residence certificate, yerleşim yeri belgesi, from e-Devlet) and a utility bill are required when you later apply for an extension.
Changes you must report
- Legal requirement Report a change of address, marital status, or the name in your passport to the provincial migration office within 20 working days (Regulation, Art. 23).
- Legal requirement If you move to another province, apply for a residence permit there within 20 working days.
- Legal requirement Changes in your student or enrollment status must be reported within 20 days (Regulation, Art. 35/11). If you change faculty or university within Istanbul, tell your international student office within 20 days. If you transfer to a university in another province, apply through e-İkamet within 10 days (e-İkamet document list).
- Legal requirement If you freeze your registration (kayıt dondurma), your student permit is cancelled from that date (Regulation, Art. 35/13).
Renewal and graduation
- Legal requirement The permit can be issued for the whole study programme. If you do not graduate on time, it can be extended by up to one year at a time (Regulation, Art. 37).
- Legal requirement A permit cannot run until less than 60 days before your passport expires (Law No. 6458, Art. 23).
- Legal requirement To extend, apply from 60 days before the permit expires, and in every case before it expires (Regulation, Art. 21).
- Legal requirement When you graduate, your student permit ends and you have 10 days to apply for a permit with a new purpose. Graduates who apply within six months of graduating may be granted a short-term permit (Law No. 6458, Art. 31).
Overstaying
Legal requirement Staying without a valid visa or permit can lead to a fine and an entry ban. If you overstay by more than 10 days and leave voluntarily after paying the penalty, an entry ban cannot exceed one year (Regulation, Art. 8). The general maximum entry ban is five years (Law No. 6458, Art. 9). The fine depends on nationality, length of overstay, and age.
Needs confirmation We do not list fine amounts, because they are revalued every year and we could not verify the 2026 figures from an official source.
Common mistakes
- Waiting until the visa is almost expired before enrolling and applying.
- Paying an agency or "fixer". Applications are made only on e-İkamet, and no intermediary firm is authorised.
- Entering a friend's or agent's phone number, so you miss SMS requests for extra documents.
- Submitting a rental contract that is not notarised.
- Missing the three-month window for student General Health Insurance and then having no valid insurance.
- Forgetting to register your address after the card arrives, which causes problems at renewal.
Practical advice
- Recommendation Keep digital and paper copies of every document and receipt, and the printed application form.
- Recommendation Check your passport's expiry date before applying. Renewing your passport first can avoid getting a shorter permit.
- Recommendation Ask your international student office for its exact document list and submission method before you print anything.
- Recommendation Set calendar reminders for 60 days before your permit expires and 20 working days after any move.
